Academic Achievement

The Oshkosh Area School District is committed to educating and inspiring all students so that each student achieves her or his greatest potential. Each OASD student will:
  • Master basic skills
  • Develop creative and critical thinking skills
  • Become life-long learners
  • Emerge as responsible citizens in a global community
Student learning is at the center of all that we do. We hold ourselves accountable for continuous improvement in student learning, instruction, student achievement and all aspects of our organization. So that we can continue to enhance student learning and achievement as well as improve our quality and effectiveness as a system, individual schools, and professional educators, the OASD regularly collects and analyzes a variety of data on student learning and the effectiveness of the system in providing equity in learning for all students. As one part of this process, the OASD administered the Wisconsin Knowledge and Concept Exam (WKCE) in the fall of each year to all students in grade 4, 8, and 10. It assessed student knowledge and understanding in reading, language arts, mathematics, science and social studies. Student performance on this test was reported out in four achievement levels: Minimal, Basic, Proficient or Advanced, using the following scoring guide:

Minimal:       The student demonstrates very limited academic knowledge, reasoning, skills and understanding in the content area.
Basic:            The student demonstrates some academic knowledge, reasoning, skills and understanding in the content area.
Proficient:     The student demonstrates competency in the academic knowledge, reasoning, skills, and understanding in the content area.
Advanced:     The student demonstrates in-depth academic knowledge, reasoning, skills and understanding in the content area.

Beginning with the 2005-2006 school year, a significantly revised version of this test, The Wisconsin Knowledge and Concepts Examination – Criterion Referenced Test (WKCE-CRT) was implemented. This test continues to assess all students in grades 4, 8, and 10 in reading, language arts, mathematics, science and social studies. In addition, the WKCE-CRT also assesses all students in grades 3, 5, 6, and 7 in reading and math only and is also administered in the fall of each year.

The WKCE and now the WKCE-CRT give the OASD very important data about the achievement of our students in the assessed content areas. Analysis of this data helps guide our efforts to improve teaching and learning throughout the district. This assessment also provides the Wisconsin Department of Public Instruction (DPI) with the student learning data required by Wisconsin statutes and the federal No Child Left Behind Act of 2001.

In an effort to make all appropriate state education and assessment information available for public viewing, the DPI created the Wisconsin Information Network for Successful Schools (WINSS). Within WINSS, anyone interested can access and view a wide variety of data for every public and charter school in Wisconsin. This includes several years of WKCE data. The data from the first administration of the WKCE-CRT (fall 2005) will be posted to WINNS sometime during summer 2006.
