OASD Rises to "Exceeds Expectations" Designation from DPI

Oshkosh North and Oshkosh West Among the Top High Schools in the Fox Valley Association

The Oshkosh Area School District (OASD) has earned the overall accountability designation of “Exceeds Expectations” on the 2024-2025 Wisconsin Department of Public Instruction (DPI) Report Cards. This is the first time the district has reached this rating since the 2017-2018 school year, marking a significant milestone in the district’s focused improvement strategy. The OASD’s overall accountability score for 2024-2025 is 71.2, an increase from the 69.7 score achieved in the previous year (2023-2024).

The State Report Cards provide an overview of performance in four key areas: Student Achievement, Growth, Target Group Outcomes, and On-Track To Graduation. The OASD continues to demonstrate notable progress in the area of “Growth,” where it scored 71.7, well above the state average of 66.0. This recognition underscores the district’s ongoing commitment to fostering academic progress for all students.

The OASD’s commitment to academic rigor is reflected in the performance of its high schools, which are leaders in the region.

Oshkosh North High School (Score: 77.1) and Oshkosh West High School (Score: 74.0) earned among the highest overall accountability scores of all public high schools in the Fox Valley Association. Both schools maintained their designation of Exceeds Expectations. This performance validates the district’s focused efforts to prepare every student for postsecondary success.

Progress Rooted in Growth
The OASD recognizes that its progress is based on a fundamental commitment to measurable student growth - the core metric that tracks year-over-year student improvement.

“The hard work and dedication across our district has established a solid foundation - one that we will continue to build upon as we sharpen the effectiveness of our core strategies. We know that our community values achievement and transparency, and the best way to prove we are making progress is through sustained growth,” said Dr. Sam Coleman, OASD Assistant Superintendent of Instruction. “This recognition is a direct result of our targeted investments in high-quality curriculum, focused coaching, and data-driven decision-making that creates real academic momentum for every child in the OASD. It is also the result of the hard work of our students, families, and educators. We are incredibly proud of this growth and are focused on supporting each student’s pathway to achievement.”

Schools Exceed Expectations
This year's school report cards highlight exceptional performance and positive movement across all levels of the district.

Carl Traeger Middle and Oakwood Elementary achieved “Significantly Exceeds Expectations,” scoring 89.8 and 88.6, respectively. In addition to both high schools, Emmeline Cook Elementary, Lakeside Elementary,  Shapiro STEM Academy, and Perry TIpler Middle / ALPs achieved “Exceeds Expectations”.

The following six schools “Meet Expectations”, Carl Traeger Elementary, Franklin Elementary, Menominee Elementary, Oaklawn Elementary, Read Elementary, and South Park Middle. Three schools within the OASD, Jefferson Elementary, Roosevelt Elementary, and Vel Phillips Middle, received a rating of “Meets Few Expectations.”

State report cards serve as an accountability system for schools and districts. Each school within the OASD received a report card that measures their results of the Wisconsin Forward Exam, along with attendance rate, graduation rate, and performance on Pre-ACT as well as the ACT for high schools. Using numerous formulas and data sources, the State assigns a score and category for each school and district overall. The intention is for schools to use this information to identify areas for improvement and set goals for the future.  

It is important to note that in the summer of 2025, the 2025 Wisconsin Report Card Standard Setting took place in which a panel of education leaders across Wisconsin made recommendations to the report card rating category score ranges.
