Oshkosh Public High Schools Continue to Exceed Expectations in Newly Released State Report Card

Oshkosh School District meets expectations with continued improvement in student growth.

On Tuesday, November 14, 2023, the Wisconsin Department of Public Instruction released the School and District Report Cards. The Oshkosh Area School District (OASD) is pleased to announce that both Oshkosh North High School and Oshkosh West High School continue to “Exceed Expectations.” OASD high schools are continuing to demonstrate strong performance, focusing on student growth and high rates of student participation in the arts and dual enrollment courses. This recognition is a testament to the efforts of the entire District, school leaders, teachers, and staff members, as well as the incredible work and growth of OASD students and families.

The OASD earned an overall accountability score of “Meets Expectations” for the 2022-2023 school year. The District received a score of 68.4, which is a slight decrease from the 2021-2022 school year when it received a 68.7. The report card for districts and schools includes data on many indicators for multiple years across four priority areas: Student Achievement, District Growth, Target Group, and On-Track and Postsecondary Success. The OASD continues to make strong gains in the area of “Growth,” where it scored 71.7 out of a possible 100 points, compared to the state average of 66.0 points.

Highlights from the recently released district and school report cards for the OASD include continued strong performance at the high school level, with Oshkosh North seeing continued and substantial improvement in the Target Group Outcomes priority area. This priority area, formerly called Closing Gaps, is designed to inform improvement efforts, resulting in positive change for learners who most need it while also improving outcomes for all students. The OASD also reduced the number of schools in the Meets Few Expectations category, moving from five schools last year to three schools this year.

Carl Traeger Middle School and ALPs Charter School “Significantly Exceed Expectations,” scoring 85.3 and 98.6 respectively. In addition to both high schools, the following six OASD schools received the distinction of “Exceeds Expectations”, Carl Traeger Elementary, Franklin Elementary, Oakwood Elementary, Perry Tipler Middle, Shapiro STEM Academy, and Webster Stanley Elementary. The following eight schools “Meet Expectations”, Emmeline Cook Elementary, Jefferson Elementary, Lakeside Elementary,  Merrill Middle, Oaklawn Elementary, Read Elementary, South Park Middle, and Washington Elementary. Three schools within the OASD, Merrill Elementary, Roosevelt Elementary, and Webster Stanley Middle, received a rating of “Meets Few Expectations.”

“Our dedicated educators and leaders are focused on growth for all students and are committed to creating environments where all students are highly engaged and capable of skills mastery,” said Dr. Sam Coleman, OASD assistant superintendent of instruction. “We are proud of our students’ commitment to learning, curiosity, and hard work. The achievements happening in our classrooms every day inspire us to continue to improve for the success of all.”

State report cards serve as an accountability system for schools and districts. Each school within the OASD received a report card that measures their results of the Wisconsin Forward Exam, along with attendance rate, graduation rate, and performance on Pre-ACT as well as the ACT for high schools. Using numerous formulas and data sources, the State assigns a score and category for each school and district overall. The intention is for schools to use this information to identify areas for improvement and set goals for the future.  

“Our students and schools are more than a single test or number,” explained Coleman. “With this in mind, the OASD will continue to use assessment scores as one tool to help identify areas of strength and need for improvement, so that all students achieve their full potential.”
