The OASD Board of Education approved the 2025 OASD Strategic Plan during the February 12 Regular Meeting.
School-Level Key Performance Indicators
In 2025, the district also outline a new approach to school improvement, which includes each school monitoring three key performance indicators (KPIs):
- Reading Achievement
- SAEBRS (Social, Academic, and Emotional Behavior Risk Screener)
- Staff Engagement
This school-specific focus allows for targeted improvement efforts while supporting our district-wide initiatives that span four core areas: Learning and Academics, Finance and Operations, Safe and Healthy Schools, and Engagement and Communication.

2024 Strategic Plan
2023 Strategic Plan
The OASD's 2023 Strategic Plan was created based on the District’s Strategic Plan 3.0 (2019-2024). The new format identifies and monitors the following four core areas that represent the District's overall health as a teaching and learning organization and community asset. Key performance indicators were determined for each core area and will be used to quickly respond to opportunities for improvement and celebrate successes.

Each school year, the District will set specific, measurable, and rigorous benchmarks for improvement based on baseline data for each key performance indicator.
Strategic Plan 3.0 (2019-2024)
In January 2019, the Oshkosh Area School District (OASD), in partnership with Oshkosh4Education (O4E), embarked on a stakeholder-driven strategic planning process to develop the District’s Strategic Plan 3.0. Development of the Strategic Plan was a collaborative effort that included multiple opportunities for community engagement through face-to-face discussions and an online survey. The OASD Strategic Plan 3.0 provides the District with a refreshed mission, vision, and values; shared goals; and sets specific data-driven priorities designed to meet the needs of every student, every day. The plan serves as a five-year roadmap. Each of the five goals consists of division priorities. In each, the OASD has identified specific objectives and strategies and set benchmarks and key indicators that will allow leaders to measure the District’s progress and prioritize resources in a way that honors the OASD’s mission and the Oshkosh community as a whole.
