2021-22 School Year

In-person Learning
The OASD will have all PK-12 students be fully in-person for the 2021-2022 school year and will maintain our K-12 virtual school option (eAcademy) for families who wish to remain virtual. The OASD also will provide all of the activities that make up our PK-12 educational experience, including all athletics and extracurricular activities in-person as they would typically be scheduled. 

Masking and Quarantining
The OASD's face covering requirement and contact tracing or quarantine procedures will continue to be reviewed throughout the year as we monitor local health data. We are committed to providing in-person instruction for our students in a healthy, safe environment and will use many mitigation measures to keep that in-person commitment. We appreciate your understanding and cooperation. 

Safety Protocols
The OASD's COVID-19 Safety Protocols were reviewed and modified over the summer and shared with families August 5. Please see the revised OASD 2021-22 School Year Plan/District Handbook. The District will continue to use recommended safety and mitigation strategies to maintain learning environments that are as safe as possible. We will also continue to collaborate with the Winnebago County Health Department and other state and local agencies, and follow CDC guidance to ensure we are maintaining the most current safety protocols amid the ongoing COVID-19 pandemic. 

OASD students and staff who are symptomatic can get free COVID-19 rapid antigen and PCR tests through the District to determine when they can safely return to school in-person. Those who are experiencing symptoms of COVID-19 can receive a PCR test, while rapid antigen tests are reserved for those who need a negative test result in order to return to school/work on an abbreviated quarantine timeline. 

Centralized Testing Site

Due to demand and the inability for District nursing staff to do all testing on-site at each school, the District opened a centralized testing location at the district office (215 S Eagle Street). 

Any staff member or student who becomes symptomatic at home and is in need of a test, or those who need a test for an abbreviated quarantine, should request a testing appointment through the District Office. See instructions below. NOTE: We will continue to provide limited testing at each school site for those who become symptomatic while at school.

INSTRUCTIONS

As of Monday, November 15 there is a new registration and consent process for the COVID-19 testing that is available through the District.

• STEP 1 - Register and Provide Consent: Families must complete a registration and consent process online before they are able to schedule a COVID test.
  • Visit www.lifepointlink.com/noah/outreach
  • Select the child’s SCHOOL NAME from the drop down list 
    • IMPORTANT: School districts are NOT listed and there are schools included from across the state
  • Follow the remaining steps on the page
    • NOTE: There is no separate consent form to be completed - this takes care of consent and registration
• STEP 2 - Schedule Appointment: Parents/guardians must contact the district office at 920.424.0113 to schedule a test. District staff will explain the process and schedule an appointment.
• STEP 3 - Arrive for Testing:
  • When arriving at the district office, park in one of the visitor parking spots and call 920.424.0113 to let them know you have arrived.
  • Please stay in your vehicle and wait for the medical technician to come out to conduct the testing.
• STEP 4 - Get Results: An email notification will be sent when your results are available. The email is sent from the laboratory (NOAH Labs) to the email address used during the registration/consent process. Users can log in any time to view status or previous result reports.

Updated COVID-19 Isolation/Quarantine Protocols for Students (as of 01.24.22)

Isolation Protocol If A Student Tests Positive for COVID-19:  

• Stay home (isolate) for 5 days. Day 0 is the day the test was performed. (IMPORTANT: Symptom onset will no longer be used to determine the start of the isolation period.)
• If you are asymptomatic or symptom free without the use of medication at day 5, you may return to school on day 6 but MUST be masked at all times through day 10
• If symptoms continue at/beyond day 5, you must continue to isolate until symptom free without the use of medication or through day 10.
• If symptoms subside after day 5 but before day 10, student may return to school but MUST be masked at all times through day 10.

Quarantine Protocol If Someone in a Student’s Household Has COVID-19

• Household contacts who are up to date with vaccinations (see definition below) and are asymptomatic (without symptoms) do not need to quarantine
  • Individual MUST still wear a mask in all school settings for 10 days from last exposure even if masks are optional in the school setting
  • It is recommended that all household contacts test 5 days after last exposure
• Household contacts who are unvaccinated and are asymptomatic must quarantine for 5 days from last exposure to the positive case
  • Quarantine would start on day 6 of positive household member’s isolation
  • If symptom free on day 5, the individual may return to school on Day 6 but must mask day 6-10.
  • It is recommended that all household contacts test 5 days after last exposure or if they become symptomatic
  • Household contacts may return to school before the individual who tested positive ends their isolation period as long as the quarantined individual has been quarantined away from the positive individual and all other requirements have been met. (NOTE: Quarantined away means not sharing a bathroom, bedroom or any common area. Positive individual must be masked when entering any common area for short periods of time.)
• Asymptomatic household contacts who have tested positive (home tests are not acceptable) for COVID-19 in the past 90 days do not need to quarantine, regardless of vaccination status during those 90 days. (NOTE: Documentation of the original positive test may need to be provided to school.)
• Household contacts who are symptomatic must isolate for 5 days from last exposure regardless of vaccination status.
  • If symptom free on day 5, the individual may return to school but must mask for day 6 through day 10
  • If symptoms continue at/ beyond day 5, the student must continue to isolate until symptom free without the use of medication or through day 10
  • It is recommended that all household contacts test 5 days after last exposure
  • Household contacts may return to school before the individual who tested positive ends their isolation period as long as the quarantined individual has been quarantined away from the positive individual and all other requirements have been met. (NOTE: Quarantined away means not sharing a bathroom, bedroom or any common area. Positive individual must be masked when entering any common area for short periods of time.)
• If a household member has symptoms and refuses to test, their isolation period would default to 10 days from when their symptoms began.

Isolation Protocol for Students Who Are Symptomatic and Do Not Test or Only Use at Home Test

• Students would isolate for 10 days after symptom start date
• Unvaccinated siblings would quarantine for 5 days after last contact with symptomatic student

Up-to-date on Vaccination Means:

• Completed the primary series of Pfizer or Moderna vaccine within the last 6 months
• Completed the primary series of J&J vaccine within the last 2 months
• Have been boosted. (NOTE: At this time, in order to allow time for students to catch up with the latest recommendations and to minimize disruption to in-person learning, schools may consider forgoing quarantine for students ages 12-17 years who completed their primary vaccine series but have not yet received all eligible boosters.)

What is ESSER? ESSER stands for Elementary and Secondary School Emergency Relief Fund. Under the ESSER relief fund, the US Department of Education awards grants to State Educational Agencies (SEAs) for the purpose of providing Local Education Agencies (LEAs) with emergency relief funds to address the impact that COVID-19 has had, and continues to have on elementary and secondary schools across the nation.

Oshkosh Area School District ESSER III Plan

ESSER III, the Elementary and Secondary School Emergency Relief Fund program authorized under the American Rescue Plan (ARP) Act, provides additional money for local educational agencies (LEAs) to prevent, prepare for, and respond to COVID-19.  ESSER III supplements ESSER I, created by the CARES Act in March, 2020, and ESSER II, created by the Coronavirus Response and Relief Supplemental Appropriations (CRSSA) Act in December, 2020.

While there are specific requirements necessary to be eligible to receive this one-time nonrecurring ESSER III funding, this is a unique opportunity for school districts to capitalize on implementing activities that assess and address lost learning opportunities as a result of the pandemic, and operate schools in the safest manner possible.  The term of available funding for the ESSER III grant program runs from March 13, 2020, through September 30, 2024.
